Human Resource Manager

SALARY NEGOTIABLE

The Performing Arts Centre of the Free State (PACOFS) is an Agency of the Department of Arts and Culture (DAC), established in terms of the Cultural Institutions Act (119 of 1998).

JOB PURPOSE:  To manage the human resources function with a focus on talent management, human capital management and development. To manage and coordinate labour relations matters.

KEY RESPONSIBILITIES

  • Develop a long term HR strategy that supports the overall business strategy of PACOFS including all stakeholders;
  • Develop and implement a Performance Management System;
  • Implement and monitor best practices in Human Resources and Labour Relations;
  • Provide leadership and advice in the Human Resources and Labour Relations arena;
  • Develop an annual HR/Training budget;
  • Monitor the budget and variances to ensure budgetary parameters are adhered to;
  • Implement a staff wellness programme to ensure improvement of staff morale;
  • Maintain accurate and complete personnel records

LABOUR RELATIONS

  • Responsible for ensuring promotion and core operations amongst all levels of staff to achieve harmonious, stable and healthy working relationships;
  • Ensure that pro-active labour relations policies, structures and procedures are in place;
  • Ensure that all labour relations policies and procedures are communicated to all occupational levels within the entity;
  • Responsible for successful negotiations with labour unions;
  • Keep up to date on relevant labour relations interventions;
  • Coordinate internal disciplinary hearings and cases referred to the CCMA/Labour Court.

LEGISLATIVE COMPLIANCE

  • Ensure compliance with Labour and relevant legislation and that this is communicated to the workforce, including LRA, BCEA, EEA & SDA;
  • Build a positive relationship with the representative labour unions within the parameters of an effective collective Agreement and the Labour Relations Act;
  • Ensure compliance with PACOFS specific policies and procedures e.g. Discipline and Grievance Procedures;

STAFF RECRUITMENT, DEVELOPMENT AND RETENTION

  • Effective and efficient recruitment of the right staff for PACOFS;
  • Develop and implement PACOFS induction programme;
  • Ensure job descriptions are up to date and accurate;
  • Ensure that staff is adequately remunerated for work done, in accordance with PACOFS guidelines;
  • Ensure performance feedback, management and performance systems are in place, implemented and are effectively utilized;
  • Monitor staff development plans set by management;
  • Develop strategies for the retention of skilled and high performing staff;
  • Ensure termination checks are complied with inclusive of exit interview process.

SKILLS DEVELOPMENT AND TRAINING

  • Provide guidance and assistance to team leaders regarding Human Resource and Labour Relations practices; 
  • Undertake audits from time to time on Human Resource and Labour Relations practices; 
  • Assist Managers to cope with change through change management interventions.

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor’s degree or diploma in Human Resource Management or equivalent;
  • 7 years management experience with a strong Labour Relations background;
  • 10 years’ experience in a Human Resource environment;
  • Proven track record in handling CCMA matters;
  • Ability to understand and operate computer software package Ms office and VIP Payroll system (advantage);
  • Demonstrate an understanding of the regulatory labour relations environment in South Africa;
  • Understanding of the role of Human Resources within an organisation and its impact on the overall organisation;
  • Ability to analyse work and develop job descriptions and profiles;
  • Knowledge and understanding of job evaluation processes and methodologies
