Remuneration: Market related package will be negotiated with the successful candidates.                       

Role purpose: To direct, manage, administer and oversee the Finance division


The Performing Arts Centre of the Free State (PACOFS) is an agency of the Department of Arts and Culture (DAC), established in terms of the Cultural Institutions Act (119 of 1998).

 Key Performances Areas will include, but not limited to:

ü  Budgeting-Planning and Monitoring

Medium Term Expenditure Framework database completion and submission to the relevant department/ministry, Estimated National Expenditure (ENE) completion and submission too the relevant department/ ministry, Dealing will all queries relating to the above two submissions, budget allocations and tabling at Board for approval, Review and approval of all expenditure requests against the budget including review and approval of all request.

ü  Reprioritising of Funds: Budget identified for reprioritisation every quarter and mid-year, preparing and tabling reprioritisation requests

ü  Adding funding requests: Co-ordinate process, discuss and facilitate inputs from divisions, compile submission for forwarding to CEO, board and relevant department


ü  Financial Reporting: Timeous Monthly Management Accounts that are complete and accurate, Timeous Annual financial Statements that comply with the relevant accounting framework i.e. Generally Recognised Accounting Practice Generally Recognised Accounting Practice (GRAP), Stay abreast of all new accounting developments and ensure finance activities; processes and procedures comply with all new GRAP accounting standards and Public Finance Management (PFMA) requirements.

ü  Accounts Payable: Ensure payment of the majority of outstanding creditors in 30 days ageing, put controls in place to prevent interest on late payment of invoices.


ü  Accounts Receivable: Debtor balance included in Accounts Receivable are all recoverable, regular liason with HR on information needed to maintain accurate and valid debtor’s accounts

ü  Legislative Compliance: Compliance with Public PFMA, Compliance with Treasury Regulations and Compliance with Preferential Procurement Policy Framework Act Preferential Procurement Policy Framework (PPPFA).

ü  Corporate Governance: Attend to the following meetings and give input: Board, EXCO, Audit and Risk, Remuneration Committee.

ü  Policies and Procedures: Annual Review of existing policies, annual updating of existing policies where relevant

ü  Leadership and management: provide effective leadership and management for the Finance team

Requirements include:

Ø  General Accounting Skills

Ø  Understanding of the PFMA

Ø  Finance Management

Ø  A minimum of 5-6 years’ experience in Senior and executive Management

Ø  Degree in Finance, and Accounting or related qualification
